Dr. MIGHANDA .J. MANYAHI - CHAIRMAN

Position:
Senior Lecture and Head of Electrical Engineering, Department of University of Dar es Salaam since 2011.

Education:
B.Sc. (Electrical Engineering), University of Dar es Salaam, 1989: Knowledge in various disciplines of electrical engineering.
M.Sc. (Electrical Power Engineering), University of Strathclyde, Glasgow, Scotland, U.K, 1991: Study of optimized generation planning and commitment in view of forecasted load and cost of generation.

Ph.D. (EMC/Electrical Transients and Discharges), Uppsala University, Sweden, 2002: Study of the effects of surges that are generated by lightning and interacting with power, telecommunication network and apparatus.
Experience:
· Taught a number of Electrical Power Engineering and related field courses in undergraduate and postgraduate levels for over 22 years
· Supervised a number of Master’s and PhD student in Electrical Power Engineering and EMC (Electromagnetic Compatibility) over the duration of stay at UDSM
· Served as External examiner in Institutions in Tanzania, Uganda and South Africa.
· Published a number of papers in peer reviewed journals and conferences proceedings in the area of electrical power engineering, lightning protection and electromagnetic compatibility;
· Carried a number of major consultancies in Electrical Power Engineering and related fields.
· Served as Council member at SJUIT (St Joseph University in Tanzania) and Board member at various University institutions boards.





NYAMAJEJE CALLEB WEGGORO (Ph.D)- BOARD MEMBER
Dr. Nyamajeje Calleb Weggoro is an Advisor to the President of the United Republic of Tanzania, State House, Dar es Salaam. He is a member of numerous international associations in both natural and social sciences and has written several papers on multilateral co-operation, regional integration, and social and economic development.

After graduating from Dresden Technical University, Germany with Master of Industrial Engineering and Economics in 1985, he joined the Government of Tanzania and worked as a Principal Officer in charge of Research and Development in the Ministry of Industries and Trade, SADC Industry and Trade Coordinating Directorate.

He attained his Doctorate in Economics (Magna Cum Laude) from Free University Berlin, Germany in 1995 and in 1997 joined the newly re-launched East African Cooperation as Head of Economics (Projects and Programs). He was elevated to Director, Productive and Social Sectors in 2007 covering nine major sectors responsible for economic and social development, natural resources management, and science and technology.

Dr Weggoro directly spearheaded as head and team member, achievements of key EAC Milestones including the preparation of the Treaty for the Establishment of the East African Community, revival of the Inter-University Council for East Africa, Protocols on Environment and Natural Resources Management, Bi-annual International Petroleum Conference, Customs Union, and Common Market; Plans and key regional projects and programs such as the East African Power Master Plan, East African Road Network, Lake Victoria Development Program, Tourism Marketing Plan and Strategy, Agriculture and Rural Development Policy and Strategy, and Industrialization Policy and Strategy.

As Director responsible for Productive and Social Sectors at the EAC, he related directly with major Multilateral Organizations and Donor Community. Currently serves the Tanzanian Head of State as advisor on most of those issues.

a) Initiated the amendment of the Land Act of 1999.
b) Chairman of the taskforce that drafted the Mortgage Finance Regulations
c) Prepared a chapter on legal framework and institutional arrangement including corporate governance during the restructuring which led to the establishment of both, the TIB Development Bank and the Tanzania Agriculture Development Bank
d) Member of the Tanzania delegation in the negotiations for the EAC Monetary Union Protocol

BONIFACE C. MUHEGI – BOARD MEMBER
Engineer Muhegi is currently the Managing Director of JMK International Consultants Ltd based in Da es salaam. He has been the Registrar (CEO) of the Contractors Registration Board (CRB) Tanzania for a period of fifteen years, from 1989-2014. CRB is responsible for Registration, Regulation and Development of all contractors in the Construction Industry in Tanzania.
Engineer Muhegi has over 30 years of experience in the construction industry, 17 of which he worked with the National Construction Council (NCC) rising from a Research Engineer to the position of Chief Consultant and between 1994 – 1995 he was acting Chief Executive Officer of NCC. Eng. Muhegi also worked with TANESCO between 1980 and 1981 as a Civil Engineer and was among the Engineers who supervised the construction of Mtera Dam, a major source for hydropower generation in Tanzania.
He serves in the Boards of CRDB Bank plc.and PPRA as a non executive Director.
Eng. Muhegi holds Msc Engineering degree- University of Melbourne, Australia; Bsc Engineering University of Dar es Salaam and an Advanced Diploma in Construction Management- Rotterdam Holland. He has attended short courses and seminars locally and internationally on technical, management and governance issues.
He is registered as a professional engineer with Engineers Registration Board and is a corporate member of the Institution of Engineers Tanzania.





SHAABAN S. KAYUNGILO – BOARD MEMBER
I, Shaaban Said Kayungilo, aged 46 years, hereby state that I am a holder of Bachelor of Science degree in Mechanical Engineering (BSc. First Class Honors, 1996) and Master of Business Administration degree (MBA, 2003) both from University of Dar Es Salaam. I also hold Master of Science (MSc) degree in Energy Systems and Management from University of Flensburg, Germany (2006). I currently work at ENGEN Petroleum (T) Limited as Marketing Manager for last 7 years (Nov. 2008 to date). Prior to that I worked for GAPCO/GAPOIL Tanzania (May – October 2008)) as Head of Sales and BP Tanzania Limited for 6 years (1998 – 2004), started as Technical Sales Engineer and raised to become Key Accounts Manager. I was a Production Engineer for Tanzania Breweries Limited (DSM Plant) from 1996 to 1998. Between 2006 and 2007 I was a research associate at University of Flensburg (Germany) in energy economics specialized in power sub-sector. I am a Member of Institute of Engineers Tanzania (IET), Registered Mechanical Engineer and Member of Institute of Directors Tanzania (IODT).









Eng. JUMA. F. MKOBYA (P. Eng.) – BOARD MEMBER
Eng. Juma Mkobya is a registered Professional Engineer with Engineer’s Registration Board (Tanzania). He holds BSc in Mechanical Engineering from the University of Dar es Salaam (1998), Postgraduate Diploma in Business Administration from the College of Business Education (2006), as well as MSc in Engineering Management (Energy) from Aston University, UK (2011).

Eng. Mkobya has a wide range of experience (17 years) in electro-mechanical works, industrial utility management, energy projects planning and implementation. He is working with the Ministry of Energy and Minerals (MEM) as Acting Assistant Commissioner for Energy responsible for Energy Development. With MEM since 2007, he worked as Energy Engineer; Senior Energy Engineer; and Senior Analyst in the Ministerial Delivery Unit (MDU) for implementation of Big Results Now (BRN) initiative with regard to energy projects.

Eng. Mkobya also worked with manufacturing and production industries from 1998 to 2006, where he worked with Mantrac Tanzania Limited, Shelys Pharmaceutical Limited and Serengeti Breweries Limited.







MS. KISSA KILINDU – BOARD MEMBER
Ms. Kissa Kilindu, is a British trained Engineer, having graduated with a BEng. (Hons) Electrical and Electronic Engineering degree at the University of Greenwich. She also holds an MBA from Durham University (UK).

She is currently the Director of Employment Services at Tanzania Employment Services Agency (TaESA), an Executive Agency under the Ministry of Labour and Employment. Ms. Kilindu has over fifteen years of extensive working experience in areas of Information Technology, Engineering and Management and has previously worked at the Bank of Tanzania as a Senior Computer Systems Engineer.

She has attended various trainings and seminars within the country and in Benin, China, Germany, Kenya, South Africa, South Korea, Sweden, Switzerland, United Arab Emirates and United Kingdom.

Ms. Kilindu is a Registered Member of the Engineers Registration Board (Tanzania), a Registered Member of The Institution of Engineering and Technology (United Kingdom), an Associate Member of the Chartered Management Institute (United Kingdom) and Member of the Project Management Institute.
She is fluent in Kiswahili and English.


















MUTESIGWA IBRAHIM MAINGU, PHD- BOARD MEMBER

Dr Maingu is a registered consulting engineer with the Engineers Registration Board (ERB), Fellow Member of both the Institution of Engineers Tanzania (IET) and Africa Scientific Institute (ASI), and member of the Institution of Electrical and Electronics Engineers (IEEE Tanzania Branch).

Dr Maingu has PhD and M. Sc. degrees in Electrical Engineering from the University of Dar es Salaam, a post-graduate diploma in Electric Power and Distribution Systems from the University of Trondheim, Norway and a B. Sc. degree in Electrical Engineering from the University of Nairobi.

He has other training in Microwave Systems Communication from Nippon Telephony and Telegraphy Corporation, Japan and Mbagathi Institute of Telecommunications, Kenya.

Dr Maingu has about forty years of professional and practical experience as an electrical engineer, 20 years of which has been associated with electrical consultancy.

Experience includes design and supervision of medium and low voltage power systems with both local and international firms; power system studies (power stability, security-constrained optimization, fault calculations etc), cost of service studies, energy balance analysis and power trading arrangements.

He has also worked as a part-time lecturer in Mathematics at Dar es Salaam Technical College and Control Engineering at the University of Dar es Salaam.

Management experience includes 11 years as a General Manager of Motor Mart (T) Ltd, several years as head of various project consultancy teams and about 4 years as a CEO of Alpha Crown Electrics Limited.
